Disability access is not only a building-entry question. Communication, digital tools, equipment, policies and emergency planning can determine whether a patient can understand, participate in and safely complete care.
What the federal source covers
The HHS Office for Civil Rights identifies several federal protections within its jurisdiction, including Section 504, Section 508, Title II of the Americans with Disabilities Act and Section 1557. OCR also links disability access to electronic information technology and telehealth. Those authorities define legal scope; a safety assessment separately examines whether a barrier delayed information, distorted consent, prevented examination or weakened follow-up.

A checklist can miss a barrier in practice, while a reported barrier does not by itself establish a legal violation.
